William St. John Freemantle Brodrick was Secretary of State for war from 1900 to 1903 and George Nathaniel Curzon of Kedleston was Viceroy and Govenor General of India between 1899 and 1905. This possibly dates the image to around the turn of the Century. A young girl wearing a tam o' shanter minds the baby carriage.
