Image shows red brick properties in Cowper Street with scaffolding in place. The Granges Enveloping Programme was part of the Granges Housing Action Area and substantial external work was commencing on stage II at this time. This involved numbers 4-30 Grange View, 3-25 Grange Avenue, 3, 5, 11-27 Grange Terrace, 2-26 Cowper Street, 1-25 Francis Street and 47 Nassau Place. A third stage was in the planning process.
