Grey (not "gray") properties were those within a potential slum clearance area which were not regarded as unfit, but would need to be demolished in order to acquire a convenient site for redevelopment. When compulsorily purchased by the Council, "grey" properties would attract market value. The unfit ("pink") properties would only be compensated at site value - usually about £5!
