The Government had introduced the Task Force scheme where eight areas of the country with higher than average unemployment levels were given funding of £1 million to generate more jobs in the locality. Other areas of the country to take part in the Task Force scheme were Handsworth (Birmingham), North Kensington (London), St. Paul's (Bristol), Highfields (Leicester), Moss Side (Manchester), North Central Middlesbrough and North Peckham (Southwark). Mencap House at 142 Chapeltown Road, established here between 1964 and 1992, is visible in the background. It ran as a social centre for people with learning disabilities and their parents/carers.
